§ Mr. CRUMLEYasked the Chief Secretary, in view of the fact that councils of the urban districts of Ireland have power to make bye-laws regulating the hours at which the sale of cattle and pigs may take place within their respective districts, whether representations will be made by him, through the Local Government Board for Ireland, to such councils to fix certain hours for the purpose mentioned, with a penalty for the violation of any such rules?
§ Mr. BIRRELLThe power of making bye-laws, conferred by Section 103 of the Public Health (Ireland) Act, 1878, is limited to markets belonging to the urban sanitary authority. Where such power is possessed, its exercise lies at the discretion of the authority; and the Local Government Board have not received complaints which would tend to show that intervention such as that suggested by the hon. Member is required.
