§ Mr. HALDANEI am glad to be able to say that promotion in the Royal Garrison Artillery has recommenced, and during November and December five subalterns were promoted to captain. It is hoped that within the next three or four months ten more steps will occur. It is not considered advisable to adopt the suggestion contained in the last part of the Question.
