asked the Secretary of State for Foreign Affairs whether he will lay Papers on the Table of the House showing in respect to the leading European countries and to the United States of America how the Parliaments are kept in touch with foreign affairs, particularly giving information regarding the constitution and powers of committees, such as the Budget Committee of the German Reichstag, and the Foreign Affairs Committee of the American House of Representatives and the French Chamber of Deputies?

In pursuance of the Resolution passed in the House of Commons on 17th November last for an Address for a Return showing the methods adopted (through official Committees or otherwise) by Parliaments in European countries and the United States for dealing with International questions, I have already issued instructions to His Majesty's Diplomatic Representatives in those countries to furnish information on the subject, and when the replies have been received the Papers will be presented to the House. I will call the attention of His Majesty's Ambassadors in Berlin, Paris, and Washington to the points on which the hon. Member specially desires information.
