asked the Secretary of State for War whether many signallers who have been in India for three years are being refused demobilisation; whether many of these men have been loaned to the India Telegraph Department where they work with a civilian staff on public paid traffic, and whether he will take steps to ensure that soldiers shall not be employed on civil work and will order the immediate release of all men improperly employed?
