asked the Under-Secretary of State for India why, if the importation of seditious literature into India is prohibited, European visitors are allowed to travel over India delivering speeches corresponding to this literature without let or hindrance?

The Secretary of State is not aware of the existence of the state of things described in the latter part of the question. The law as to sedition in India applies to all persons, whether Indians or Europeans, and the Secretary of State has no reason to suppose that the Governments in India apply different standards to Europeans and Indians.
