asked the Secretary of State for War if he will state the total cost of the maintenance of the Territorial Force for the last year for which figures are available; and what proportion of that cost was provided for by the Army Estimates of that year; and what proportion was raised by voluntary contributions?

Mr. HALDANE

The expenditure out of Army Funds on the Territorial Force in 1908–9 was about £2,800,000. County Associations showed in their accounts for that year receipts from private sources amounting to about £1,400.

asked the Secretary of State for War if he will state the total estimated cost of the Territorial Force for the year ending 31st March, 1911; what proportion of that cost is provided for in the Army Estimates; and what proportion is proposed to be raised by voluntary contributions?

Mr. HALDANE

The total estimated expenditure out of Army Funds on the Territorial Force in 1910–11 is £3,165,000. If the Noble Lord has any information about intended donations I shall be glad to share it. I have none.

Mr. SYKES

asked the Secretary of State for War whether, in the scheme now under consideration for improving the position of adjutants of the Territorial Force by increasing their pay or allowances, or both, and by other means, it is his intention to make it applicable to adjutants already serving or only to new appointments?

Mr. HALDANE

I trust to be able shortly to publish the revised conditions regarding the appointments of adjutants of the Territorial Force.
