asked in how many cases have the Estates Commissioners refused purchase agreements under the 1903 Act which were duly executed before 15th September, 1909, but not filed or lodged on that date; will he say if any regard has been had to the different facts involved in the various cases of refusal; and whether, where the agreements were actually tendered in the Estates Commissioners' offices before 15th September, 1909, the 13th Section of the Land Act of 1909 has been enforced in every case?

Excluding the cases in which substituted agreements have been lodged under Section 12 of the Act of 1909, 2,129 purchase agreements under the Irish Land Act, 1903, were lodged subsequent to 15th September, 1909, and have been returned to be amended in accordance with the provisions of the Act of 1909. The inquiry in the concluding portion of the question is not understood.
