§ Mr. HALDANEGeneral Officers Commanding-in-Chief have been empowered to allow officers of the Territorial Force to attend these manœuvres, expenses in connection therewith being met from the general officer's training grant so far as funds permit. I know of no case in which permission to attend has been refused, though in some cases it has not been possible to provide pay or allowances.
