§ Mr. UREThe appointment of am officer (not an Under-Secretary), resident in Edinburgh, is not designed to make any organic change in administration; but will, it is hoped, promote the despatch of the administrative work of the Scottish Office and the transaction of Departmental business with local authorities in Scotland.
