Mr. BOULTON

asked the President of the Local Government Board if he will consider the advisability of passing bye-laws requiring local authorities to place distinctive lights at the side of roads when unrolled metal has been left, as is already done in some localities, and so bring the system into uniformity throughout the country and thus avoid inconvenience and risk of injury to cyclists and other persons using the roads after nightfall?

I have no authority under the general law either to make or to confirm bye-laws to the effect suggested in the question.
