Mr. BOTTOMLEY

asked the President of the Local Government Board whether he is aware that at the recent municipal elections in London a large number of voters who were in the polling stations before eight o'clock were unable to obtain voting papers; and whether he will issue instructions, or, if necessary, introduce legislation, to prevent in future the disfranchisement of persons who arrive at the polling booths in good time and are prevented, by no fault of their own, from recording their votes?
