asked the hon. Member for South Somerset whether he is aware that complaint is made as to the neglect in enforcing the provisions of the Butter and Margarine Act, 1907, in Scotland, and that the fraudulent sale of butter substitutes still prevails to a considerable extent; and whether he can say what steps, if any, have been taken by the local authorities, under section 2 of the Act of 1907, with a view to the inspection of butter or margarine factories and the detection of possible fraud or adulteration?

We have not received any complaint that the Act to which the hon. Member refers is not being enforced, in Scotland, but it is probably the case that a certain amount of fraud still exists. Six local authorities have specially authorised their officers under section 2 (2) of the Act to enter and inspect butter factories.
