§ Mr. HERBERT SAMUELMy right hon. Friend has asked me to answer this question. The Secretary of State said, in reply to a question by the hon. Member for the Oswestry Division on 29th April, that he hoped this Bill would be introduced soon, but was not yet in a position to name a day. I regret that there is nothing to add to that answer at present.
