§ Mr. HALDANEThe hon. Member has not appreciated the fact that the manœuvres mentioned were designed as a test of the mobilisation arrangements. Some of the men were despatched in a special train, the manœuvres were carried out as intended, and the troops were purposely armed with ball cartridge.
