§ Mr. GLADSTONEThe experiments in question are entered in the table under the heading that would have covered them if the proper certificates had been obtained by the licensee. The inspector was not present when the irregularities occurred, but he subsequently saw some of the animals. The irregularities were discovered from examination of the reports made by the licensees.
