asked whether inspectors of national schools, who have been refused the usual increment of salary because the necessary certificate has not been given by the chief inspectors, are afforded an opportunity of having their cases brought before the Commissioners of National Education; and, if not, will he arrange for this being done in future?

Mr. BIRRELL

The Commissioners of National Education inform me that a chief inspector if he refuses his certificate must satisfy them that he has valid grounds for doing so. There are adequate facilities for inspectors, who so desire, to bring their cases under the notice of the Commissioners.
