§ Mr BIRRELLStatutes for the government of the new Universities are in the first instance to be made by the Commissioners appointed under the Irish Universities Act. Regulations are to be made at the discretion of the Senates of the Universities as provided by their charters. The making and publication of the Statutes and regulations is not, therefore, within my control. The subjects of study are to be prescribed by regulations of the Universities.
