§ Beverley HughesSchedule 3 to the Asylum and Immigration (Treatment of Claimants, etc.) Bill takes a differentiated approach toward human rights challenges against removal to safe third countries by providing for three lists. Part 6 of the Schedule provides for the removal of a State from lists at Parts 3 and 4 by Order subject to annulment by resolution of either House of Parliament. The Government does not consider it necessary to provide a similar Order—making power in relation to removal of a State from the list at Part 2. We intend that this list should be limited to European Union Member States which are party to the "Dublin" arrangements for determining the State responsible for examining an asylum application and other states such as Norway and Iceland, which are associated with those arrangements.
