The monitoring was carried out by independent external agencies managed by COI Communications on behalf of the Inland Revenue. Such monitoring generally takes place at key stages in the development of a campaign. The findings are used to inform the design of subsequent campaigns—or stages of the same campaign—and are not prepared for publication.
