The strategy is prepared having regard to a number of matters including the capacity of urban areas to accommodate more housing, the physical and social infrastructure needed to support additional housing and the environmental implications of doing so.

The draft strategy is subjected to a sustainability appraisal in accordance with good practice guidance issued by my Department. A report outlining the findings of this appraisal is published prior to the public examination of the draft strategy. This report is an important consideration for the panel that holds the public examination and for me in considering what changes, if any, to make to the draft strategy following receipt of their report.
