§ Mr. McNultyThe Housing Transfer Guidance 2002 Programme required that all existing and developing Tenant Management Organisations should be fully consulted at an early stage of the local authorities' investment appraisal process.
This guidance is not affected by the difficulties between Westminster City Council and Pimlico Village Housing Co-operative.
