§ Mr. IngramIt is not possible to estimate the total cost of implementing the recommendations made by the Patten Commission. The Government are currently engaged in a consultation exercise and in assessing the impact of the proposals, including financial implications. The consultation process will continue until the end of November, following which the Secretary of State will make a statement to the House.
