To ask the Secretary of State for the Environment, Transport and the Regions what estimate he has made of the number of road fatalities that are caused by(a) excessive speed, (b) failure to observe traffic regulations, (c) failure to observe traffic signs and (d) failure to observe maximum speed limits in the most recent year for which figures are available. Research suggests that vehicle speeds in excess of the speed limit, or which are inappropriate for prevailing conditions, are a major contributory factor in around one third of collisions on our roads. No estimate has been made of the total number caused by failure to observe traffic signs, or other traffic regulations.
