(c) Until 1994–95 most of the proceeds of sale were returned to Health Authorities. Since then the normal procedure is for sale proceeds to be retained by the Welsh Office and used to part fund the All Wales Capital Programme. Health Authority and Trusts may retain the receipt for a related capital development on production of a sufficiently convincing business case.Following the transfer of functions, this issue will be a matter for the National Assembly.
