asked Her Majesty's Government:

Whether all targeting in Kosovo is now left to individual military commanders without the political oversight of the NATO council; and, if so, what legal advice is available to General Clark. [HL2714]

Lord Gilbert

SACEUR is responsible for the selection of targets within the authority delegated to him by the North Atlantic Council. He has the benefit of a qualified legal service who are involved in all operational issues, including targeting.
