§ Mr. StrawSection 4(3) of the Video Recordings Act 1984 requires the Secretary of State to be satisfied that adequate arrangements exist for appeals against classification decisions which submitting companies consider to be too strict. The Video Appeals Committee is the independent, appellate body set up for this purpose. Its members are selected by the British Board of Film Classification but it is independent of the Board and the Home Secretary. Although the Committee has no statutory authority, it has been the Board's practice to accept its decisions.
