§ Mr. Hesford
To ask the Secretary of State for Health what plans he has to introduce proposals for the implementation of compulsory treatment orders in advance of the enactment of a new Mental Health Act.
§ Mr. Hutton
We have appointed an expert group, chaired by Professor Richardson, Professor of Law at Queen Mary and Westfield College, to advise on the changes necessary to mental health legislation including how measures might be introduced which will, for a very166W small number of people, require compliance with agreed treatment plans whether they are detained in a hospital or live in a community setting, with appropriate safeguards. The group will submit their recommendations by 1 July 1999. Any new measures can only be introduced once the necessary legislation has been enacted.
