§ Mr. Tony LloydThe following Members of Executive Council attended the meeting held on 16 June:
- The Chief Secretary (Mr. Michael Clancy)

All, except for the Attorney General, may vote in Executive Council. There is no provision in the Constitution for proxies. Section 8(2) of the St. Helena Constitution Order, 1989 provides that no business except that of adjournment shall be transacted by the Executive Council if objection is taken by any Member present that there are less than five members present (excluding any member presiding in the absence of the Governor). A quorum can thus effectively be considered as five.
