§ Mr. RaynsfordFigures for gross housing capital expenditure by local authorities (excluding grants to the private sector and mortgage lending) and through the Housing Corporation's Approved Development Programme are as follows. Future levels of housing capital expenditure by local authorities reflect the programmes decided by authorities in the light of allocations from central government and the amount of their own resources (e.g. useable capital receipts, contributions from revenue) 271W that they choose to use. The Government's spending plans for 1999–2000 include around £1.03 billion (£0.899 billion at 1994–95 prices) for local authority housing capital expenditure (other than allocations specifically for private sector grants); the corresponding figure for 1994–95 was
