To ask the Secretary of State for Wales when he will announce his proposals for modernising local government in Wales; and if he will make a statement. [55189]

I have today placed in the Library of the House copies of a White Paper entitled "Local Voices: Modernising Local Government in Wales". The Paper sets out an agenda for bringing Welsh local government back to the people. It places the policy in the context of Wales and the potential for a strong partnership between local government and the National Assembly.
