§ Ms Glenda JacksonPart VIIA (section 115A to 115K) of the Highways Act 1980 (which was inserted by Schedule 5 to the Local Government (Miscellaneous Provisions) Act 1982) empowers a council to place objects or structures on, in or over highways of the kind listed in section 115A (mainly for use by non-vehicular traffic), and to grant a person permission to use such objects or structures for a purpose which will result in the production of income, or for the purpose of providing a centre for advice or information or for the purpose of advertising. A street authority may also grant a licence under section 50 of the New Roads and Street Works Act 113W 1991 for the placing of apparatus, which may include structures bearing advertisements, in, or under, any street (defined in the 1991 Act as including any highway).
