§ Mr. DenhamWe have made clear our intention to reform Incapacity Benefit for future claimants, to develop a more effective test which assesses what sick and disabled people are able to do, and not just what they cannot do. The information which a new test would provide on people's capacity could then be used to give them the help they need to improve their employability and return to work.
