To ask the Secretary of State for the Environment, Transport and the Regions what(a) percentage and (b) number of long leaseholders have taken advantage of the provisions contained in the Leasehold Reform, Housing and Urban Development Act 1993 to enfranchise. [50942]

[holding answer 17 July 1998]Research carried out for the Department by Sheffield Hallam University, and to be published shortly, has found that 19 per cent. (49) of leaseholders who contacted LEASE for advice on enfranchisement under the provisions contained in the Leasehold Reform, Housing and Urban Development Act 1993 successfully enfranchised under these provisions. The Department has no information on the numbers of leaseholders who have successfully enfranchised without contacting LEASE.

We are concerned that the existing rules for collective enfranchisement for flats are unduly complex and that it can be difficult for leaseholders to enfranchise. We intend to address this problem in our forthcoming consultation paper on leasehold reform.
