To ask the Secretary of State for Scotland if he will set up a study to examine practice in the management of community organisations funded by Urban Aid, EU or other regeneration funds, and produce guidelines to ensure good management of such organisations in future. [50548]

The allocation of moneys from the Urban Programme, EU and other regeneration funds is governed by clear conditions. The responsibility for supervising and monitoring the performance and activities of individual community organisations in accordance with these conditions rests with central departments, local authorities or other agents of government, depending on the source of the funding. However the Government take seriously any reports of poor practice in the management of community organisations which have access to public funds, and seek to ensure that the appropriate examination and monitoring procedures are adhered to.
