§ Mrs. Roche[holding answer 30 June 1998]: On 1 August 1997 my Department changed its staff grading structure, for ease of comparison the list of staff by grade at 3 May 1997 shows the old and new structure.
§ Mr. Battle[holding answer 2 July 1998]: The proposed stricter consents policy would prevent existing distortions from prejudicing diversity and security of supply while the programme of competitive reforms is undertaken. To have continued to give the current distortions free rein would have damaged fair competition.
