§ Mrs. Roche[holding answer 3 July 1998]: I refer the hon. Member to the White Paper on "Strategic Export Controls" (Cm 3989), the publication of which was announced by my right hon. Friend the President of the Board of Trade on 1 July 1998, Official Report, columns 211–13. Section 3.3 of the White Paper contains specific proposals to control the involvement of persons in the UK, or UK persons abroad in certain trafficking and brokering activities.
