§ Mr. MeacherAt the fourth Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), Buenos Aires 2–13 November 1998 (COP 4), a number of decisions were taken which contained timetables for future work
(a) on the mechanisms of the Kyoto Protocol, COP 4 agreed a work-programme with the deadline for completion of work as the sixth Conference of the Parties (COP 6), likely to take place at the end of 2000. Parties agreed to give priority within this programme to the clean development mechanism, with a view to establishing its modalities and procedures by the COP 6 deadline.(b) on compliance, COP 4 established a working group tasked with developing a comprehensive compliance system for all obligations under the Kyoto Protocol, including national greenhouse gas targets, with a view to adopting a decision at COP 6.(c) on climate monitoring, COP 4 invited the relevant UN and international agencies to initiate an Intergovernmental process for addressing priorities for action to improve global observing systems for climate in relation to the needs of the Convention.
