Whether the Inspectors appointed on 6 June 1992 to investigate and report on the affairs and membership of Mirror Group Newspapers plc have properly adhered to the initial direction and thrust of their inquiry as set out in the Department of Trade and Industry press release of that date.

The press notice which was issued on 8 June 1992 stated that the inspectors were appointed to investigate the affairs and membership of Mirror Group Newspapers plc and in particular to look at the offers for sale of the company's shares in early 1991. It is for the inspectors to determine what matters they should inquire into for the purposes of their investigation.
