asked Her Majesty's Government:

Further to the reply of Lord Williams of Mostyn of 30 June 1997 (WA 4) that "the people of Scotland and Wales will be asked whether they support the Government's proposals", whether this infers that any such support so given will be interpreted as conferring consent upon the subsequent legislative process for devolution and its outcome.

The Government have made it clear that they will bring forward legislation to establish a Scottish parliament and Welsh assembly, subject to positive outcomes in the referendums. Parliament will have a full opportunity to scrutinise the legislation.
