§ Mr. Hawkins
To ask the Secretary of State for Education and Employment what requirements are placed on local education authorities' officers to inform their elected members of the performance of all of the schools in the authority's area, on a regular basis with particular reference to those which(a) are underperforming and (b) require extra support. 
§ Mr. Byers
Each local authority is free to determine arrangements where officers report to elected members. However, under the proposals in the School Standards and Framework Bill now before Parliament, each authority will have in place by April 1999 an Education Development Plan agreed by elected members and approved by the Secretary of State, which will set out the performance and targets of all schools within the authority's area, including those which are underperforming or need support.
