§ Mr. Doug Henderson[holding answer 9 December 1997]: The Presidency of the EU did not commission any such report. The Permanent Representative of the Netherlands wrote to the UK Permanent Representative on the matter on 16 July. It would not be appropriate to publish this piece of diplomatic correspondence sent by another government to HMG.
