To ask the Secretary of State for Transport what regulations existed before 1994 concerning the requirement of the MAIB to consult individuals or organisations that were subject to potential criticism in MAIB reports. [28861]

Prior to 1994, section 9(4) of the Merchant Shipping (Accident Investigation) Regulations 1989 met this requirement.
