§ Mr. Howard[holding answer 23 July 1996]: My Department does not issue any forms to businesses on a regular basis although ad hoc surveys of businesses are carried out from time to time. The last one to be carried out involving the issue of questionnaires was carried out on a voluntary basis in 1994. Some 850 questionnaires were issued to inform policy on the extent and circumstances of heavy goods vehicle theft.
