§ Mr. Howard[holding answer 23 July 1996]: The Home Office and its agencies have not had any contracts with, nor provided funds to, the Forum, the Breakthrough Foundation or Youth at Risk. In an organisation as large and diverse as the Home Office it is not possible to record every single approach by such organisations, but we are aware that the Prison Service has sent a representative to a Youth at Risk presentation and information from both Forum and Youth at Risk has been received by it in the form of mail-shots.
