Friend the Secretary of State is considering whether this application should be called in for his own decision and he will reach his conclusion as soon as practicable given the complex issues involved. If the application is called in, my right hon. Friend the Secretary of State will appoint an inspector to conduct a public local inquiry and report to him on the merits of the proposal.
