To ask the Secretary of State for Foreign and Commonwealth Affairs what is Her Majesty's Government's policy in respect of the EU's powers to ban exports from member countries to third countries. [35756]

The EU's powers to ban exports from member countries to third countries are described in the answer my right hon. Friend the Prime Minister gave to the hon. Member on 11 June, column 77. The Government's attitude to the use of these powers depends on the particular circumstances in which their use is contemplated. For example the Government oppose the BSE-related export ban on beef, but support restrictions on the export of hazardous substances, designed to implement a UN scheme, enabling importing countries of control handling to such substances.
