To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer of 15 January,Official Report, column 358, about contracts awarded to GEC (a) what was bought by the Overseas Development Administration from GEC in the two contracts in 1991 and 1992 and (b) what was bought in each of the contracts supported by Overseas Development Administration finance between GEC or its subsidiary companies and overseas clients; who the overseas client was; and how much Overseas Development Administration money was spent in connection with each of these contracts. The information is as followsa) ODA's contracts with GEC in 1991–92 Under the 1991 contract GEC have provided technical advisory services to the Yue Yang power station in China, including the training of Chinese engineers in the operation of coal fired power stations. The 1992 contract provided technical advisory services and equipment to the Abu Zabaal Fertiliser and Chemical Company Ltd in Egypt. b) other contracts referred to in the answer of 15 January The Indonesia project, working with GEC Alsthom and approved in 1995, includes the construction of one 500kV substation, the extension of another, the construction of seven 150kV substations, and the extension of four existing 150kV substations. The contract covers project management, substation design, engineering and specification of substation equipment, supply of 500kV, 150kV, and 20kV substation equipment and miscellaneous items, provision of engineering data and drawings, supply of test equipment, insurance and warranty, and the training of Indonesian personnel. The overseas client is PT Perusahaan Listrik Negara, the public electricity authority. The contract's value is £44.333 million, with ODA contributing ATP support of £15.516 million plus up to £43,000 for project monitoring. The Chandrapur to Ramagundum high voltage direct current link project, in India was approved in 1993. ODA has agreed to finance up to £63 million of a larger contract between GEC and PowerGrid Corporation of India. Under the ODA-financed portion GEC are supplying two HVDC back-to-back convertor stations plus associated equipment and technical services. £43 million has been spent to date. The Hirakud project in Orissa, India was approved in 1994. Within a total ODA project allocation of £18.8 million, ODA is financing a £14.7 million contract between GEC and the Orissa state electricity board, under which GEC is supplying capital equipment and training for Indian engineers. £8.5 million has been spent to date.
