§ Sir Paul BeresfordThe Town and Country Planning Act 1990, as amended by the Planning and Compensation Act 1991, requires all non-metropolitan district councils in England to prepare a local plan for the whole of their area. These area-wide plans will replace any local plans that may have previously been prepared for part or parts of an authority's area. On 30 September 1995, 214 out of the 295 non-metropolitan authorities had not yet adopted their district-wide local plan. The authorities are as follows. Those marked2 were fully covered by part-area local plans; those marked 1 were partly covered by local plans.
