§ Lord Aveburyasked Her Majesty's Government:
On what dates the sports field at HM Prison Frankland has been used during 1996; and how much money is left in the educational budget of that prison for the year to April 1997, in addition to amounts already committed.
§ Baroness BlatchResponsibility for this matter has been delegated to the Director General of the Prison Service, who has been asked to arrange for a reply to be given.
Letter to Lord Avebury from the Director of Security and Programmes, the Prison Service, Mr. A. J. Pearson.
Lady Blatch has asked me, in the absence of the Director General from the office, to reply to your Question about the sportsfield and the education contract at Frankland prison.
The sportsfield at Frankland prison has not been used at all in 1996. This is because extensive building work has made the area unsuitable for prisoner use. The work is designed to improve the security of the prison, by implementing the recommendations made by Sir John Woodcock in his report following the escape of six prisoners from Whitemoor prison in September 1994.
The price of the education contract at Frankland for the year April 1996—March 1997 is £238,881. This money is fully committed.
