Mr. McAllion

To ask the Secretary of State for Scotland if he will provide in respect of his plan for pay delegation submitted to the Treasury(a) a description of the staff in each bargaining unit covered by the plan, distinguishing staff in HQ functions, agencies and agency candidates, and in other identifiable business units and (b) proposals for trade union recognition in each bargaining unit and the negotiating machinery to be put in place in each bargaining unit. At April 1996 six distinct pay bargaining units are expected to operate within the Scottish Office and its associated departments. The approximate number of employees in each unit, distinguishing agency and HQ staff, are:

The core departments of The Scottish Office, plus remaining Agencies and Associated Departments, form a single central bargaining unit; covering some 5,960 staff, 670 of whom serve in Agencies, the remainder on HQ functions.

For the central unit discussions are in progress on trade union recognition and possible future bargaining arrangements. In each of the separate agency bargaining units, the chief executive has responsibility for pay negotiations.
