§ Mr. Michael ForsythAt April 1996 six distinct pay bargaining units are expected to operate within the Scottish Office and its associated departments. The approximate number of employees in each unit, distinguishing agency and HQ staff, are:
Agency Staff Scottish Prison Service 4,500 Historic Scotland 780 Scottish Fisheries Protection Agency 280 Scottish Courts Service 870 Registers of Scotland 1,120 The core departments of The Scottish Office, plus remaining Agencies and Associated Departments, form a single central bargaining unit; covering some 5,960 staff, 670 of whom serve in Agencies, the remainder on HQ functions.
For the central unit discussions are in progress on trade union recognition and possible future bargaining arrangements. In each of the separate agency bargaining units, the chief executive has responsibility for pay negotiations.
